SMALL BUSINESS ADMINISTRATION (SBA) 

SBA is an independent agency of the federal government that aids, counsels, assists and protects the interests of small business concerns. The SBA provides technical assistance that covers training and counseling, financial assistance, contracting assistance and disaster recovery assistance for small business owners. SBDC programs provide up-to-date management advice, training and information to help business owners and to assist potential owners in getting started on the right foot. Downtown Investment Authority:

DOWNTOWN RETAIL ENHANCEMENT PLAN AND APPLICATION

The Downtown Investment Authority (DIA) Board offers a Downtown Jacksonville Retail Enhancement Plan designed to help recruit and retain street-level restaurant and retail business, along with creative office spaces. The recoverable grants will cover costs associated with renovating or preparing commercial space to improve the interior appearance and utility of street level storefronts.

DOWNTOWN MASTER PLAN

Jacksonville's Downtown Master Plan, "Celebrating the River: A Plan for Downtown Jacksonville," was approved in 2000 by Jacksonville City Council. The plan designates ten districts within the boundaries of Downtown, and outlines urban design and streetscape guidelines. Please click here for a complete copy of the Downtown Master Plan.

DOWNTOWN ACTION PLAN

In 2006, the Jacksonville Economic Development Commission (now the Office of Economic Development) established four task forces to recommend action steps to make Downtown Jacksonville the place to be in Northeast Florida.

BUSINESS INVESTMENT AND DEVELOPMENT STRATEGY

In 2012, Mayor Alvin Brown signed legislation to form the Downtown Investment Authority (DIA), created to revitalize Jacksonville's urban core by utilizing Community Redevelopment Area resources to spur economic development.

The DIA’s projects are guided by a nine-member board of directors, who conduct open-to-the-public business on an unpaid, volunteer basis. Of the nine, five are appointed by the mayor and four by the council president. All nine are confirmed by the Jacksonville City Council. In 2015, the DIA's Community Redevelopment Area (CRA) Plan was approved by City Council.

LEGISLATION

DOWNTOWN ZONING OVERLAY

The Downtown Zoning Overlay was created to promote and encourage the revitalization and growth of Downtown Jacksonville.  As recommended by the Master Plan, Downtown should be a desirable, high-density, mixed-use area that maximizes all of its available resources, insures compatibility between new and existing uses, and promotes well-planned development that is consistent with the traditional urban context. Click here for a complete copy of the Downtown Zoning Overlay.

DOWNTOWN SIGN ORDINANCE

The Downtown Sign Ordinance was created to encourage pedestrian-scale, urban-oriented signage appropriate for Downtown Jacksonville. Click here for a complete copy of the Downtown Sign Ordinance.

PROPERTY MAINTENANCE CODE

The property maintenance code enhances requirements for Downtown property maintenance to safeguard against blight, preserve property values and community standards and establish minimum standards to safeguard the public welfare.

SIDEWALK CAFE PERMIT

TRANSPORTATION CONCURRENCY EXCEPTION AREA

Downtown was recently designated as a Transportation Concurrency Exception Area (TCEA) to promote mixed-use development tied into mass transit options to mitigate the impacts of development on the Downtown and surrounding roadway system.
